I am apparently unable to hold fourth string, second fret in such a way as to avoid the string buzzing when plucked.
Every other string is fine.
What the hell am I doing wrong?

Try adjusting the angle of incidence of your fingertip with the fretboard, and the distance of your fingertip from second fret.
That's what I was going to say! Just moving your fingertip around a little bit can make the string resonate differently, without affecting the tuning.
Indeed :-) tevriel: it helps to realise that there are only a few places where your string is contacting the guitar or you. The top peg, the point on your fretboard where your finger holds down the string, the fret itself, and the bridge. If there's a buzz it's from contact, so it must be occurring at one of those places. Easy!
I know, just... As near as I could tell, it almost seemed like it was buzzing on the next fret down, no matter how I tried to adjust my finger placement.
Except I had previously been able to do that note without buzz, so my current theory is that because my fingertips were really, really sore, the problem was perhaps because my fingers just weren't able to press right in the ways that weren't agonising, so my current approach is to take a day off from guitar practice to let my fingers heal a little.
