I think perhaps the point is 'Who is her nephew' the crooked Deputy who feels free to harass someone for something that might have gone on there.
I'm of mixed minds on the whole thing. Part of me can't believe someone would be so paranoid but with access to the phoneline, and not just bug it to see if something gets reported, or y'know, being in the Sheriff's office, being on hand able to explain it. Instead they decide a campaign of harassment is the way to go?
If it's not some local terrorism, then is their gold buried under the house of the family being harassed?
It feels like they're drawing more attention to themselves. Do they really believe they've got the family totally isolated - is this like old school harassment where the word would not be gotten out therefore this is how to do it?
